Animal testing has been critical in some of the most important scientific breakthroughs in modern medicine, including the discovery of insulin as a treatment for diabetes, the development of penicillin and creation of the first polio vaccine. But the practice has become increasingly controversial in recent decades thanks in part to the emergence of the animal rights movement. Polling suggests that the U.S. public is evenly divided over the efficacy of animal research, with just half of those asked saying they favor it, according to a Pew survey conducted in 2018.

The Senate last week unanimously passed Rand Paul and Cory Booker’s bipartisan FDA Modernization Act 2.0 to end the mandate that pharmaceutical drugs be tested on animals before human trials. The bill has a good chance of either passing the House this fall or being included in a year-end package. It’s a good reminder of how onerous regulation hinders innovation and harms people.

On Monday, Jezebel reported that from 1989 to 2010, research by Dr. Mehmet Oz — the television personality and Republican Senate candidate in Pennsylvania — inflicted suffering on and killed over 300 dogs, 31 pigs and 661 rabbits and rodents. It was during Oz’s time as a principal investigator at a Columbia University lab.
